The provincial town is well connected with the capital city (Phnom Penh) by national road No. 4, which is running from Phnom Penh to Preach Sihanouk province. The province is comprised of eight districts namely Basedth, Chbar Mon (provincial district), Kong Pisei, Aoral, Odongk, Phnum Sruch, Samraong Tong and Thpong (NCDD 2009b). The smallest administrative unit is village, which composed of about 200 households per village. The proposed target area is Phnom Srouch District, Kampong Speu, a western part of Cambodia. The selected target district is located in the areas where 85% of the population rely on subsistence agriculture and 30% of the population live with less than one US dollar a day. This country is reliance on agriculture and 85 percent of total people working as farmer. Besides this, secondary occupation is also important to support their livelihood (service sector, fishermen, livestock feeding, workers). Their livelihood relies on many income sources above, but climate change was threaten and damaged their life. In the past few years, Cambodia was indicated that the effects more serious and badly affect to local community livelihood. On the other hand, Climate Change is the most concerned from local level to national level. Local people have not had enough abilities to take a measurement to adapt to the impact of Climate Change. The results of this research are going to contribute for decision maker, planner and other stakeholders in purposes for finding better solutions to mitigate unwanted impacts of Climate Change. This paper will also be useful for next study and following researchers.
1.4 Overall Objective
The purpose of the research project is focus on the local community capacity building to adapt to climate change. In order to achieve the goal of this research, the three main specific objectives have been set as the following:
