because he knew he was going to get a bipolar spam and he needed to go to the Health Dept. to get some help and maybe stay the night like he had done before, however when he was getting down his vehicle and walking towards the building some officers were passing by and according to the reports he went to hug them and after hugging them he spit on them and that’s where everything started. We understand that spitting to an officer is disrespectful and you can go to jail but Julio was a Valeo’s patient meaning he was mentally ill. They arrested him and took him with them. His wife Laura Veronica Aguirre was trying to tell the officers that her husband needed to get attention because he was mentally ill but they did not listen to her and took him regardless. They put him in jail and his wife was still trying to let them know that the way he acted wasn't because he wanted to but because he needed help and needed to take his daily pills but they still did not listen. They let him stay in jail for days after days. According to the police Julio was showing strange attitudes such as rolling around, incoherent speech and inappropriate actions. All of these things was a result of Julio not getting the professional attention that he needed because he was mentally ill. After almost a week Julio was not eating and he was unhealthy, his body was full of bruises and scars from where he been harm or had harmed himself.
