Julie Harris, Sr. director of Clinical Services at Merrimack Health Group, was struggling with a healthcare problem. One of her communities was experiencing staff call-outs and resulting to expenses of overtime. A New York State Government Accountability Office (NYSGAO) review the overtime cost at their New York City Acute Care, Skilled Nursing, Home Health Care Agencies and Community-Based clinics and found out that the situation in overtime was out of control.

The New York found out that primary cause of unscheduled overtime is because of the employees who have emergencies, to meet special works needs etc. and they think that the best way to reduce the overtime is to encourage facilities to maximize the use of temporary staff before using
