Developing capabilities or new organizations and materiel requirements originate with national-level guidance, like the QDR, NSS, NDS, and NMS. (AOLC, p. 2-5) The Joint Capabilities Integration and Development System (JCIDS), upon receipt of higher guidance, develop an organizational and materiel solution among the other DOTMLPF domains; that is, they are developed along with doctrine, organization, training, materiel, leadership & education, personnel, and facilities. (AFMM, p. 6)
The military and the Army develop a family of operational concepts to achieve strategic guidance and operational objectives including Capstone Concept for Joint Operations supporting Joint Concepts and the family of concepts in the Army Concept Framework (ACF).
