(1) Job Training: What policy could help this mom apply, receive and/or keep a job?
Approaching the topic of policy geared toward helping Cole apply, receive, and/or keep a job is a tricky one. There are multiple facets to this question and many solutions which could, in theory, help her to accomplish this goal. First and foremost is Cole’s lack of education. Perhaps a local college extension or junior college offers free General Education Diploma (GED) classes, which would enable Cole to obtain her GED. When employers look at job applications, those who have a GED are going to be hired over those who do not have it. The next challenge for Cole is her lack of foresight and determination. Cole will be given a Health Access Program card that will give them access to no cost health care. They will also be given a six month period to apply for medical, which will cover health expenses not covered by the health access program. In addition, the whole family will have to take a class that teaches them the consequences of a bad nutrition. Once completed, the hold will be released on their TANF accounts. Since Cole’s diabetes needs to be monitored, she will be required to make these visits monthly in order to release health holds. This will ensure that she receives her prescription renewals. It will also be imperative for the social services office to keep strict regulations on the items families are allowed to purchase with TANF. When attempting to pay for alcohol or cigarettes with TANF cards, the register will deny the transaction. Similar restrictions will be placed on items that are not healthy. Items such as chips, soda, candies and fast foods will be limited to four per month. It will be necessary for all stores selling food to accept TANF to make food accessible to all families. Food establishments and stores will be required to prove TANF accessibility when applying for a business license. In an effort to stop people from abusing the system it will be restricted to withdraw money from these cards. Similar to using a credit card, stores will be required to ask for proper identification when processing transactions using a TANF cards.
