Japan 's plan was to dominate all of South Asia, the Pacific Islands, China and Australia and by the United States freezing their assets made their expansion impossible. A surprise attack on Pearl Harbor was the only way the Japanese sought revenge and power over America (Cook 119).
It means that America had started to quit giving profitable assets to Japan because America had intrigues in the Philippines. Japan needed to strike preemptively so that it could disable American strengths. It did as such to some degree effectively.
