A transition from one administration at the end of an election prompts changes within the sphere of public administration. These changes are significantly amplified with the transition of the prevailing political ideology. President Trump’s Secretary of Defense, James Mattis is challenging the norms of foreign relations. In some instances, Mattis is denouncing these standard practices, and is ushering in a new wave for the Trump Administration’s actions globally.

Mattis’ budget proposal submitted to the president will “reflect his thinking, and his priorities, which are to rebuild combat readiness of America's military, while being faithful stewards of every taxpayer dollar we spend on defense" (Gould, 2017).
