In Section 2, Article 2 of the Constitution, it says that in order to appoint a new leader, two thirds of the Senators have to provide consent. It was organized so that on the Supreme Court, five out of nine justices need to vote the same way on an issue. The political parties share the same views and as a result of that, are united in voting the same way, and that is true power. There are 435 Legislators in the United States House of Representatives, a bill has to pass with a majority vote of at least 218, in order to move on to the Senate.
