I think what Justice Powell was meaning was that exposing people to different kinds of minorities and ethnicities can imporove their education. It can prepare them for the workplace and to work with a melting pot of different people.
We could also ask the same question for work place purposes. Is affirmative action necessary in the workplace? Before the evolution of affirmative action came into play , it was known as a system that legally defined black people as property and declared them to be less than human (Hill. 296). Job discrimination was just as bad as the isolation in schools. Negros and other minorities were denied the opportunity of working white workplaces. Several public and legal opinions differ about the subject. Debated have implied that people for affirmative action think the United States (U.S.) needs to have a "colorless" policy. On the opposing side people think affirmative action is just hurting the minorities more because they are not doing justice to their job causing the quality of the business to decrease.
