IRTC observed documentation entered in Connections by DSS worker, Luis Morales, on 5/11/17 which stated that the subject children were observed and there is no depiction of an observed serious injury. Current foster parent stated that she has not observed the subject children displaying any of the reported behaviors. Due to the reported sexual encounter allegedly occurring between two children who are the same age, this case does not meet the criteria for an IRT.
