On Thursday, March 31, 2016, at approximately 12:35 p.m., I, Trooper Bradley Brachear, received a telephone call from Sergeant Robert Ventura. Sgt. Ventura advised Trooper Gregg Cox of Illinois State Police District 11 requested a reconstructionist respond to a three-vehicle crash on the ramp from Interstate 55 southbound to Tudor Avenue in East St. Louis Township, St. Clair County. I responded from the Metro East Crime Lab in Belleville to assist. The crash resulted in five injuries.

At approximately 1:13 p.m., I arrived at the scene and met with Trooper Cox. Trooper Cox advised me what had transpired prior to my arrival. Trooper Cox said a gold 2000 Saturn LS1 and a black 2011 Ford Mustang GT were traveling the wrong way on the ramp from Interstate 55 southbound to Tudor Avenue. Traveling from Tudor Avenue to Interstate 55, the Saturn entered the path of and struck a silver 2005 Chevrolet Equinox. After being struck by the Saturn, the Chevrolet was struck by the Ford.

Trooper Cox advised all three drivers, as well as the two passengers in the Saturn sustained incapacitating injuries and were transported from the scene prior to my arrival.

After talking to Trooper Cox I observed the Saturn positioned on the north shoulder of the roadway with the front end against the concrete wall bordering the ramp.
