According to Michelle Alexander, this new Jim Crow has “disenfranchised [more] today than in 1870, the year the Fifteenth Amendment was ratified prohibiting laws that explicitly deny the rights to vote on the basis of race” (Alexander, 2011, p. 180). To protect the United States the government established the Border and Transportation Security division. The Border and Transportation Security division is responsible for protecting our borders from the illegal movement of drugs, weapons, and immigrants trying to cross the border illegally, while at the same time encouraging legal entry and exit in and out of the United States. For decades, overcrowded prison populations have been at the top of the list for penal reform in the United States. The Federal Bureau of Prisons reports that nearly 85,500 individuals are currently incarcerated on drug-related charges, making up 46.4% of the total inmate population in our prison systems.
