The need to utilize operable and interoperable communications for response and recovery operations in the event of any type of disasters result in National Emergency Communications Plan (NECP) to provide information and guidance in order to assist in planning and coordination to allow responders such as: police officers, firefighters, emergency medical technicians to effectively communicate and share information in all situation. One of the organizations named in the plan is the Office for Interoperability and Compatibility (DHS, 2014).
