According to the Executive Summary of the National Commission on Terrorist Attacks Upon the United States (2004) the attack was a ?shock? and not a ?surprise? as Islamic militants had increasingly taken aim at the United States for more than a decade (National Commission on Terrorist Attacks, 2004, p. 2). In February 1993, Ramzi Yousef made the first attempt to explode a truck bomb in the World Trade Centre (National Commission on Terrorist Attacks, 2004, p. 2). The attack ended in Failure but six people were killed and a 1000 wounded (National Commission on Terrorist Attacks, 2004, p. 2). A follow up attack to target the New York City tunnels by Yousef?s uncle, another terrorist leader, Omar Abdel Rahman failed (National Commission on Terrorist Attacks, 2004, p. 2). In October 1993, Somali militants downed a U.S. Army Blackhawk helicopter killing 18 soldiers and wounding 73 more (National Commission on Terrorist Attacks, 2004, p. 2). Then in early 1995, Yousef hatched a failed plot to blow up a dozen airliners in flight over the United States (National Commission on Terrorist Attacks, 2004, p. 2). Later, in November 1995, five Americans aiding the Saudi government National Guard and two others were killed by a vehicle bomb in Riyadh (National Commission on Terrorist Attacks, 2004, p. 2).
