On 04/05/2016 I spoke to Inmate Dennis about the incident on 04/03/2016. The conversation was digitally recorded. I asked Inmate Dennis if he still wished to file a formal complaint with me regarding Officer Park’s use of force. Inmate Dennis replied, “Yes.” I asked Inmate Dennis if he could give me his version of the events on 04/03/2016. Inmate Dennis replied that he was returning to his assigned cell from the recreation yard after the pod search. Inmate Dennis stated that that he did pick up an object from the dayroom floor and when the officer told him to drop it, he did. She stated that she was searching cell #17 when she overheard Officer Parks telling an inmate to “Drop it.” And the inmate replied “I’m fucking hungry, I want to eat this.” She informed me that as she was exiting the cell to see what was happening, she could see Officer Parks attempting to gain control of Inmate Dennis whose upper body was flat on the table. She immediately responded to provide assistance in securing Inmate Dennis in handcuffs. She said that as they (Officer Parks and herself) were escorting Inmate Dennis out of the pod, Officer Parks told Inmate Dennis to “stop looking around.” Officer Parks then grabbed ahold of the back of Inmate Dennis’s head with his right hand. As they were approaching elevators #6 and #7 he said that Inmate Dennis tensed up his entire body, tried to stand up on his toes, and stopped walking. Officer Parks then moved Inmate Dennis towards the wall, placed Inmate Dennis up against a chow cart, and gave him orders to continue walking and to stop trying to pull away from his grip. Officer Adams recalls that Inmate Dennis was acting very aggressive and threatened Officer Parks multiple times. I asked Officer Adams if Officer Parks replied to Inmate Dennis’s threats and he replied, “No.”
I questioned Officer Remillard B2942 about the events in Intake with Inmate Dennis. Officer Remillard told me that he remembers Inmate Dennis threatening Officer Parks several times and being very agitated and aggressive. I asked Officer Remillard if at any time he can recall Officer Parks replying to Inmate Dennis’s threats. Officer Remillard replied, “I don’t remember what Officer Parks did. All I remember was the inmate threatening him and acting really aggressive.”
