On March 23, 2017 Investigators Dandridge #248 and Collado#12608 from the Investigation Division interviewed inmate Castro at approximately 1443 hours, Inmate Castro provided an audio statement stating the following in sum and substance. Castro stated, he was holding the cuffing port open because the officers didn’t want to give him the phone. He used the institutional bed sheet to hold the cuffing port open. The officer ordered him to comply and come out of the cell. He told the officer no. they opened the cell door half way and sprayed him. He tried to get out of the cell but he was pushed back in with the shield, they opened the cell again and they came in. Once the team was inside the cell. The officers gave direct orders to Castro to stop
