On November of 2004, Congress ratified the reauthorization of the Individuals with Disabilities Education Act (IDEA). The IDEA was the first national special education law applying to all public schools in the United States. “IDEA was initially passed in 1975 as the Education for All Handicapped Children Act” and in 1990 the title of the law was changed to IDEA. IDEA was signed into law by President Bush on December 3rd, 2004 and was put into effect to work along side with the No Child Left Behind Act of 2001, which was implemented to improve educational success for all students (Madaus & Shaw, 2006).
