So what is the Incident Operational Period, and who is responsible for establishing its various period? Overall the Incident Operational Period is part of the larger picture of the Incident Command Process, which helps establish goals that further break down and incident. It is the Incident Commander who is ultimately responsible for establishing these periods, based on what is happening at the incident scene, and what measures will need to be taken in order to further deescalate the incident as quickly and efficiently as possible. Overall the Incident Commander is the one who will dictate when certain periods will take place based on the Incident Action Plan that was developed to handle set incident.
