Abstract
In the business of emergency response it is paramount that those called upon have the training needed to ensure they along with all involved live to see another day. “As stated in the “Fire Officer Principles and Practice” textbook “the training required has become increasingly complex in a rapid manner due to the demand of expertise the job requires.” (Jones & Bartlett, 2010) Failure to display learned technicalities of the job can lead to loss of life and or property. In the event a responder death occurs it has a negative impact on the emergency operations, the organization, as well as the community it serves. Investigations regarding line of duty deaths in the fire service sometimes reveal that a lack of training contributed to the events leading to the responder’s death. One of the biggest adjustments the fire service had to make in the last decade was implementation of the Incident Management System. Failure to implement and train to industry standards can be very costly to both the organization as well as all that are involved. An example of this is the tragic loss of 9 Charleston, S.C. firefighters whose lives were lost in a structure fire in 2007. The Center for Disease Control summarized a report from the National Institute of Occupational Safety and Health (NIOSH) that examined the disaster and of 43 recommendations made for other departments to avoid such an event 11 of them specifically cited the department’s lack of training as a contributing factor. Most notably was failure of the department to implement an Incident Management System on the fire ground. An industry standard from the National Fire Protection Agency, “NFPA 1561 Standard on Emergency Services Incident Management System, 2008 states that an Incident Management System (IMS) should be utilized at all emergency incidents”. The International City/County Management Association textbook “Managing Fire and Rescue Services” provides administrators with guidance in risk management and leadership training which the analysis is created from a wealth of experience provided in literature text. When dealing with municipal management organizational culture can have an effect on how well an organization adapts. “As organizations evolve so do values and assumptions, however culture may not evolve with it”. (Washington D.C. ICMA, 251) Complacency can breed a mind-set or lack of that will cripple an organization if members choose not to stay current with the skill set needed to perform the tasks required of them. Dep. Chief Billy Goldfeder speaker and author in the profession has put out media titled “And the beat Goes On” where he references a systemic issue in the fire service that describes personnel repeating behaviors that lead to deaths in the fire
