On July1, 2008, California created two laws to prevent traffic accidents. The first law makes sure that people can’t use a cell phone while driving a motor vehicle. People 18 and older may use a hands free device. This is to prevent traffic accidents caused by inattention. Inattention is engaging in a secondary task. People who are inattentive have a three times higher crash risk than people who are paying attention to the road.
