Policies officers have not always been a structure of society long before there was so much uncontrollable crime and so much people to keep track on off. People use to deal with any wayward individuals by making an example of them. Like if the there was a rebellious individual in town that committed a crime. The town would just take matter on there on hands by Publically punishment, such as public hanging, floggings or the use of stocks. This procedure often watch by several hundred people would make it very clear to everyone what was consider inappropriate behavior and the consequence that anyone that dared to engage on them would face.
