The aim of this study was to understand some of the structural arrangement of society that could be contributing to the problem. Ethnography on the other hand is a method that is very informative where there is the perception that social life is the product of the interaction between structures, institutions and agencies and everyday life of people. This preoccupation with the relationship between structures and how they shape human behavior becomes the meeting point of the two. Ethnographic studies are important because they examine social life as it unfolds, making it possible to quantify human feelings, in the context of communities (O’Reilly, 2012; 1). Having a huge presence of the black people, Oakland became highly involved in the civil rights movements across America where black people demanded for their rights. The black people were for instance protesting the lack of employment, segregation and general lack of economic opportunities. The Latino population came later in the 1990s and settled in the poor neighborhoods of the blacks.
