I. Background Information
The Second Amendment of the Constitution is a hotly debated topic, but is not as recognizable as the First Amendment. It allows people to not only use firearms, but to provide them in defense and protection (“Second Amendment”). It is divisive due to the fact that many people have different opinions on what the Amendment actually states. Some citizens believe that it is meant protect the rights of the people to own firearms only if they are included in a militia, while others believe that it protects the rights of the citizens to provide self-defense (Hart 136). It guarantees firearms are to be allowed to US citizens in order to defend themselves and/or their family (“Guarantee Right to Arms”). There are many arguments regarding the Second Amendment and it still remains divisive to many citizens of the United States. It is interesting to note the Supreme Court tends to avoid the controversy it presents, although it is Constitutional right. Although the Second Amendment is known around for citizens to defend themselves, there are some disagreements that turn into conflicts regarding the Right to Bear Arms, for example the Sandy Hook Elementary School shootings. The Sandy Hook shootings took place at a school of which 20 children died (“Connecticut Shooting”). This created conflict between many belief groups as it was required to look over the Second Amendment again. It was a major issue as most shootings in the United States are not in self-defense, rather they are of a violent nature. Unlike the United States, in order to own a firearm they do not take self-defense as a good excuse. Through all the paperwork it takes and the months of waiting to get personal defense, the citizen who wants to obtain a firearm must have a "justifiable reason," otherwise illegal (“Are Australia 's Gun Laws”). Citizens who live in urban areas support the government’s new Amendment, although rural Australia seems to disagree and argued that they should have the Right to Bear Arms. The people who lived in Urban areas agreed since 86% of the shootings are located in these areas across Australia. In fact the ratio to private gun owners to every hundred people now is 15 to 100 (“Are Are Australia 's Gun Laws”).
