These atmospheres provide a more structured environment and there is more chance of prayer in the privately owned schools and Christian schools for one these entities do not come under the governmental laws, there is a chance of a more disciplined behavior. So as in anything the rules are instated according to the beliefs and behavior of the leadership. When you compare the times when prayer was a part of the school activity, behavior problems were minimal, you would only have things like talking, gum chewing, getting out of the recess line; now that prayer has been taken out of the public school system there is very little enforcement of morals, there is a high rate of crimes, drugs activities, drinking, violence, pregnancy, suicide, etc. There are now laws on how much you can discipline your child if at all in some cases. The law was actually put in place to prevent abuse of children by parents, foster parents, babysitters, etc. unnecessarily. Some of these same adults who drink and use drugs discipline their children under the influence and cause great harm to the children, while people who just have a strong disciplinarian behavior may do more than what someone else would do.
