The United States Navy is losing good Sailors for multiple reasons. It is important for the Chiefs Mess to recognize the importance of retention, because our Sailors are the most essential asset that can affect the Navy’s overall mission. The purpose of this paper is to identify the retention problem, have a cause and effect discussion, and recommendations to change the retention issues within the United States Navy.
Problem
The recurring problem of retention has plagued the United States Navy from the beginning. The Navy delivers high technical skill sets upon completion of “A” and “C” schools that are highly marketable outside of the military. With an improving economy, an increasing operational tempo, and poor quality lifestyle, Sailors are getting out with advanced skills and seeking a better lifestyle. These personnel losses greatly affect the Navy’s mission to “maintain, train, and equip combat-ready Naval forces capable of winning wars, deterring aggression and maintaining freedom of the seas (Navy, n.d.).” Now that we have an overview of the Navy’s retention issue, next we will discuss what causes the Sailors to depart and effects it has on the Navy.

This paper is supposed to be about choosing a group of people and making observations about them so I decided to write about the observations I made when I got to my first US Naval Ship after United States Navy boot camp. I chose to write about my observations of sailors because while we were in class talking about anthropology and relating it to society, I saw a lot of parallels and realized a lot of anthropology terms can be used to describe the microcosm of the United States Navy. My first ship was CVN 71 USS Theodore Roosevelt; it is an aircraft career which has a crew of approximately 5000 sailors. First thing I noticed, there was a sense of belonging among these sailors as they have all gone through the acculturation process that happens when you get to a new ship. Being the…

In the Royal Navy served a mixture of different kinds of sailors. There were volunteers, impressed sailors and fishermen, prisoners, sometimes slaves and lascars (Asians). Mostly below their thirties, in the Myth of the Press Gang, using a statistical sample, reveals that almost eighty per cent were volunteers, coming half of them from England. This is explained due the possibility of bounties and price money, but also because of the possibility of a job from inland people and social ascends. Such evidence contrasts with the prevailing point of view that crewmembers were impressed men, force to serve due to their seamanship.…

    1. IMPACT OF CONTINUING RESOLUTION (CR) ACT ON PERMANENT CHANGE OF STATION (PCS) ORDERS. The Navy announced mid-December that Sailors should expect to receive their PCS orders with an approximate two months lead-time prior to execution of their move. This change follows the passage of a second CR that will fund the government through April 2017. While the Navy makes every effort to ensure that PCS orders are released in a timely manner, fiscal challenges result in compressed PCS timelines for Sailors.…

The optimization policy was developed by top-management but not tested prior to the policy taken affect. After the implementation of the policy change the organization has witness various problems while the command attempts to still me their fiscal year goal objectives. The problems that the optimization policy caused include: the restriction of decision controls that would allow each district to determine which stations to close in specific areas. Conversely, these issues have hampered the recruiting efforts across the country. I believe that the marginal benefit of retaining those recruiting stations outweighed the marginal costs of deciding to close the recruiting station.…

Over the past five years, The United States Armed Forces has been suffering from budget cuts, which has greatly affected the Navy’s capabilities (Kreisher). This so called sequestration is the reason that the Navy is no longer able to provide the services it normally would. For example, in its prime state, the U.S. Navy provides a vast amount of services to all Americans including: protection from outside threats, secure trade routes, and scholarships to those that wish to join the service. In order to effectively accomplish all of its services, it is crucial that the Navy receives proper funding by both the government and through civilian help.
