Operational level is one of the three warfighting levels, in between of Strategic and Tactical. This level categorise echelons of command and operations activities. Ac-cording to AJP-5 operational level is described as ‘The level at which campaigns and major operations are planned, conducted and sustained to accomplish strategic objectives within theatres or areas of operations’ (AJP-5, 2013 p. 1-13). With refer-ence to that we can state that operational level is most effective and important in terms of its focus on implementation and execution of higher objectives, in our case, strategic ones. Moreover ‘It is, rather, a recognition that war is a complex business requiring coordination from the highest levels of policymaking to the basic levels of execution’ (David Jablonsky, 1987 p. 65) where operational level leader is situated and playing a key role. In this context ‘Operational leaders begin to shift the focus of communication and energy outside the organization, recognizing and questioning how the external environment will affect their organization’ (Air & Space Power Journal, Winter 2003 p. 71-72). Nevertheless, at this level, leadership is a function which is best assessed by determining the prerequisite function-relevant knowledge, skills, abilities and attributes which the organization has determined and which are needed to perform the leadership function.
