Initial Referral to Special Education

When Should a Child be Referred to Special Education?
A child should be referred to special education after interventions in the general education classroom have been exhausted. Through the CSAP process, data should demonstrate that interventions have been ineffective and a student continues to struggle. The pre-referral process is crucial in initial referrals in order to help determine if a student is eligible for specialized services.
Who can refer a child to special education?
School personnel, including teachers, counselors, school nurses and administrators can refer a child for a special education evaluation. Parents and guardians can also initiate this referral which immediately begins the formal determination process. Pattan (2013) defines progress monitoring as a method of formative assessment tells an IEP team. how well students are responding to instruction. Additionally progress monitoring assists in making instructional and programing decisions while providing summative evidence of progress. Progress monitoring is legally mandated by both NCLB and IDEA regulations.
How is progress monitoring collected?
Progress for individual student goal can be collected in a variety of ways. For academic goals, teachers can incorporate the use of data collection software including STAR 360. Additionally, math probes and Reading Naturally measure are highly suggested. Teacher made or acquired forms should be used to collect data for goals in learning domains other than academics. (ie: checklists, task analysis, portfolio)
Note: It is up to the teacher to determine how progress monitoring is collected for each IEP goal for individual students. Additional resource are available from the special education lead teacher and instructional support teachers.
