Morgul-blades were magical, poisoned daggers used by the Nazgûl. The poison turns one into a wraith, but can be slowed with athelas (S., Kingsfoil), and Elrond was able to “heal” Frodo, though not completely. I’ll work on the assumption that the poison is not a coating, but a combination of magic and alchemy that fuses it with the metal itself. The process is so difficult, only Sauron could do it.
