With the constant increase in the complexity in the area of policing and the need for skills that will build on the departments efficiently warrants an education beyond vocational and technical training (Carter & Radelet, 1999; Carter et al., 1988; Bittner, 1990; Hayeslip, 1989; Sherman, 1978). Skills such as good communication between the officer and the community and thorough sceptical investigative skills, all are primary quality of a critical mind; especially in the area of investigation. Police training authorities recognise the growing complexity of policing; in which now requires certain qualities from the police service that will significantly improve only when higher educational standards are required. (Pres. Comm.1967)This is due to the fact that University education builds critical thinking in the mind of an officer. Furthermore, Vickers calculated a variety of studies and found a correlation between education and police performance, with the performance favouring the officers with higher education. However, the relationship dynamic dictates that the police must have a strong understanding the community’s complications, goals and desires; particularly those citizens who are experiencing high rates of crime, poverty, and homelessness perceive police as an occupying and out-of-touch force that does more harm than good. In these situations, police departments must primarily assume a reactive mode of response to community problems. This can only be made possible when the police force possess critical thinking. Critical thinking will allow the police force to interact in both criminal and civil situations in a diplomatic and objectivity manner so as to better the confidence of the community. Integrating Tertiary education with the law enforcement will grant all the required characteristics that will
