To understand John Owen’s stance on liberal peace, one must know the stem of Truman’s Doctrine. The Truman containment policy stemmed from Greece and Turkey. After World War II , Britain was no longer able to provide aid to Turkey and Greece. This lead to Truman receiving 400 million dollars for military and economic help for the two counties The Truman Doctrine arose due to the fear that communism would spread throughout the Soviet Union and more states, and that without the assistance of U.S foreign policy, communism would spread.
