Immanuel Kant, wants to do the right thing all the time. For Immanuel Kant is never right to steal. Stealing is bad in every way you put it. For example if someone is going to steal money from the rich to give to the poor, he will think that’s wrong.
What if everyone stole? What would happen then?
So in a way this a test, because you ask yourself would I want everyone to steal? If the answer is no, then you know it is not morally right!

But in reality you would get arrested due to stealing. Because stealing is wrong and is against the law.
Jeremy Bentham does not think that someone stealing from someone rich to give money to the poor is bad because he believes that the person is doing it for the greater good. He believes in utilitarianism.
