Ideologically, the HB 4799 is grounded with the framework of the Universal Declaration of Human Rights, specifically article 7, “All are equal to before the law and are entitled without any discrimination to equal protection of the law,” (“The Universal Declaration,” 1949). The law mandating birth control access does not apply equally to women, or conversely to men, in this social problem. This movement, starting with efforts from Sanger have made bills, such as HB 4799, even possible to present as proposed legislation. Our society has gone from lewd views of contraception with risky pregnancy preventative behaviors, to political action, like HB 4799 mandating free birth control to women. To say the historical actions impacted and shaped the message of HB 4799 is an understatement. The passage of this bill would only add to the historical timeline of the birth control social movement.
Effectiveness: o HB 4799 would support the birth control needs of women, and with the additions of the recommended amendment, men in Michigan. In 2014, only 16% of Michigan’s women received their contraception needs from publicly funded family planning centers, leaving the vast majority of women to obtain birth control elsewhere, including from private health insurance plans. Thome it is highly encouraged that you, along with the NASW-MI organization, provide your support to HB 4799 with the amendment that HB 4799 includes free contraception for male-dominated birth control, such as male condoms and vasectomy procedures. The inclusion of male contraceptive in the HB 4799 would increase the scope of individuals positively impacted by HB 4799 immensely and provide inherent rights to all those in Michigan participating in contraception usage, based on need, not gender. Although the passage of this legislation would enhance the women’s rights movement, male counterparts should not be exempt from this bill as the responsibility of unintended pregnancies should not fall solely with the woman, but remain a partnership between the parties involved. In addition, the potential benefits of this legislation clearly outweighs the perceived negative consequence of HB 4799.
