The topic discussion post has good reference to getting the information out there to individuals. I agree that there needs to be some form of educating individuals with special needs and preparing first responders to seek out those that will need additional assistance. Should these individuals have priority? Yes. Just like stickers on windows alerting when there is a child's room in a building to alert fire fighters, there should be a stickers hand-out or some other form to ensure no one has to wait for help to arrive, assuming that power and phone lines are out.
