Identify Wrongful Behaviors

Before proposing ways to fix any wrongful behavior, I believe it is important to identify both the victims and offenders to get a better understanding why a certain crime is happening. For the first two scenarios dealing with the University and the parking problems, the offenders seem to be young people and/or students doing anything to make ends meat. People do leave valuable things in cars, and breaking into to those cars puts those valuable items into the hands of criminals that could then in return sell them for money. These criminals will most likely have no guidance or supervision which gives them all the opportunity and time to create any such crime. I came up with a few solutions for a student who commutes to the university to try and avoid all crime. Lincoln does have a bus system, it may be reasonable to look at the prices and see whether a bus stop is close to the location whomever is commuting from. Looking into riding a bike everyday may be a way to avoid any crime, but that does lead to the problem of Nebraska weather and/or living to far from school. If possible to leave a police car in the parking lot 24.7 to make it look like it was being monitored could be an effective way to scare of offenders. Though, that may be to costly and/or rules apply where it may not be possible to leave a car unoccupied. Also, to incorporate police officers to include those areas where cars were getting broken into on their patrol routes would in return inforce more security. A problem with this could in return take away other areas in Lincoln where crime could have been a problem. Depending the time of day crimes were returning, a costly way may be to add more
