PART A. This part is definitely the most important since we need to know what to teach and to who. To determine the general topic is the best way to start and get our primary vision of the event we want to create. It also gives insight on the next steps such as how to integrate knowledge and adapt it so that the learner can benefit the most from the program. The learner population or target audience is ideal to determine initially since, as described in the assumptions of Knowles, the role of the learner 's experience is essential to andragogy.
PART B. Once the target audience is selected and the general topic has also been selected, program developers must determine the objectives to be covered and the main goals of the program. Adapting the objectives to the subjective needs of the learners by having them completing a survey may give developers ideas to better answer the learners needs and it follows Brookfield 's principle of "adult learning is collaborative" in the sense that the learner participates in the courses objective to better cover his needs. It also helps to make the learner feel empowered along with some other essential steps such as the evaluation of the program that we will discuss in the next lines. The content selection should also be based on the type of learner present. For instance, clinicians might benefit from more hands on
