The levee was also not high enough to prevent the flow of water (McKay, 2006). It is, therefore, my opinion that the levee engineer should be held accountable and charged with neglect of their responsibility of building up to standard levee system yet they were aware of the coming hurricane (Kessler & Parker, 2006). Most of the destructions came by the failure of the levee system protecting the entire infrastructure of the city. Poor decision-making and avoidance of the levee system led to this disastrous events. The three key entities of failure of the levee system were design, construction, and maintenance. The three government systems are the Unites States Corps of Engineers, the New Orleans Levee District and the Louisiana Department of Transportation are the ones needed to be arrested for criminal offenses to the state as well as the citizens of New Orleans. The police officers ignored the cases of rape and looting that occurred during the hurricane with claims it is away from their jurisdictions. It is my opinion therefore they can be charged since they denied victims justice (Kirk, 2009). According to FEMA government official’s hearings, committees and investigations took place to investigate the Hurricane Protection Project of New Orleans for their failures and decision-making process in the wake of Hurricane Katrina. From the beginning of the project, there has been numerous of issues and delays from environmental issues to legal challenges.
