The morning of august 29, 2005, Katrina had struck the Gulf Coast of the United States. Katrina came in as a category 5 storm. When the storm made landfall, it was a category 3 on a hurricane scale. The storm had caused a lot of damage. Harvey had affected 13 million people from Texas through Louisiana, Mississippi, Tennessee and Kentucky. September 6, 2017, 60 people have died from the storm. The Hurricane had landfall three separate times in six days. Harvey was the third- costliest Atlantic hurricane and it lasted 8 days. When the storm was over there 71 deaths confirmed.
The police department in New Orleans had lost command and also control. Lots of the officers was on their own and some even quit, because they could not handle the storm. The police in Houston, while in downtown was flooded by Harvey, the police never lost communication or command of the city. In NOLA patients had to evacuated from two dozen hospital that had lost electricity, water, and sewer service. A couple of hospitals were evacuated in Southwest Texas during Harvey, but nothing on a scale of Katrina. NOLA emergency operations centers took on water and went down, but the EOC in Houston never went
