First of all, the entire purpose of the bill as written by Loretta Sanchez: “The “DHS Human Trafficking Prevention Act of 2016” would close these loopholes by requiring DHS to issue Department-wide guidance for identifying and recording the names and other information of known or convicted traffickers as well as implementing practices for enhanced collaboration and sharing of this information. The bill also requires that information technology systems used to record and track information on traffickers are integrated. Lastly, the bill directs the Inspector General to review changes in DHS’s processes within 18 months of enactment” (Sanchez). Even though the 13th amendment had abolished slavery from the United States a long time ago, there is still a tremendous amount of slavery going on. There are actually more human slaves in the world now than there has ever been. Another major issue is that there are many physical illnesses that can come with it. The spread of HIV is insane and many girls will even die from it. There is not only sexual abuse, but also some girls will be physically abused and many commit suicide because of the emotional and physical pain that they go through. Often in times if the individual is 18 or older they will assume that it is prostitution. Many of the girls are forced into the business at a young age, but once they turn 18 even though they are still controlled by their pimps; people will consider them as prostitutes. People, who assume these things, often have no idea of those girls story or what they have been through. Just because a person is dressed a certain way and does certain thing does not mean they are doing it on their own will. There are rarely cases where people are prostitutes by free choice. Many times they are brought into the business and do not see a way out. They are controlled and manipulated by their pimps. There are many stories out there where girls are arrested for prostitution even though they are actually being human trafficked. Even though some people may think that girls that are being trafficked are just prostitutes, they do not know their story and this bill will help the DHS have a better idea of what the real situation is and potentially save these
