The most important historical event in the history of human services profession was the development of the social welfare system and the social welfare policy that provided insurance. The system was formed to improve racial and economic discrimination. This event was support to the poor, the people who was in poverty. The landowners needed slaves or servants to work. The church was responsible for the health and welfare of these people in poverty. In 1870, A pastor knows as Rev. S. Humphreys Gurteen that his duty to God as a Christian was to help the poor so he formed one of the first organization of human services in the united states which was a charity organization known as (COS), Charity Organization Societies to help the poor.
