The plan must adapt to any and all circumstances and must forecast how many and what types of employees are required for the organizations staffing requirements. It must also determine what kinds of and how many employees are currently employed with the skills and training necessary for future organizational needs. Effective workforce planning provides managers with a basis for making human resource decisions. It allows managers to anticipate change rather than being surprised by events, as well as providing strategic methods for addressing present and future workforce requirements and issues. Nordstrom employs what is called a “staffing model tool” (i.e. fancy word for Microsoft Excel Spreadsheet) which identifies and projects manning requirements for the various departments within the organization. If vacancies do exist within a particular department, the recruitment and selection is handled by the department managers who make the call as to whom is best suited to fill in that particular position.
