In order to provide services, funds are needed. Consequently, the first objective is to generate revenue. Taxes from various sources are the main supply of funds and include property taxes, sales taxes, lodging taxes, and gasoline taxes to name a few. Acquiring the statistical data each month, the County Executive can easily analyze the information and be prepared to make recommendations to the Commission with regards to needed adjustments. Another source of revenue is grants. Therefore, continual research of opportunities is necessary. Comparing grants with county needs quickly reveals the outcome for this stream of revenue. Using our natural resources and current recreation capabilities, tourism can increase visitation and therefore increase tax revenue. A law was enacted for counties that include the Tennessee River which provides an additional revenue stream creating a diverse economic impact. Monthly reports from the Trustee discloses the amount received by the county. …show more content…
Although data is available to assist with formulas, according to population, each area is different, and those differences must be considered. Commissioners, along with all department heads, should attend educational sessions to fully understand the complexities of deciding these fundamental issues and can be tracked through attendance records.

Thirdly, the challenge of providing the services within the budget constraints is the objective. Again, Commissioner education is important, as well as the interaction with their constituents. A good balance of taxes paid along with services provided without a deficit supports this objective.

Accordingly, to adequately meet this goal, each department head should provide communication at the appropriate county committee
