Howard Brown's Observation

Decent Essays
On 08-02-2017 at 2043 hours I was dispatched to 521 North 2nd Street in reference to assault.

Upon my arrival I made contact with Howard Brown, who informed me of the following:
- He had gone to the store with a friend, Marcus Cooper.
- Cooper had gone inside while Brown stayed outside in the vehicle.
- After they went back to Browns residence Cooper began accusing him of stealing money.
- Cooper grabbed Brown by the neck and then slapped him twice.
- Cooper then left the residence.

Brown was unable to complete a written statement because he is blind.

I did not observe any injuries to Brown.

As of the time of this report I have not made contact with Cooper.

Cooper was mailed a summons.
