Since the FTC has obtained proof by aerial photography, there is no violation of the constitution because no warrant is required for observation by the public. All the proof they obtained by aerial photography is valid and can be used against Billy. A subpoena to testify or to produce records cannot be opposed because it is a search and seizure.
