There are many ways this can happen, beginning with parenting. Many parents allow their children a lot of freedom at a young age. As the kids grow up with not much parenting, they are more vulnerable to engage in corrupt activity. Another solution to keep teenagers busy is to have them stay in school. Maybe an incentive needs to be implemented in order to keep the youth inside the school walls. Let 's say all students that have attended class all week, maintaining a 70% average in every class will receive $50.00 every week. This will lead to the students completing homework, studying and going to bed at a decent hour of the night knowing they have to be in class at 8 am. If these solutions were used, and the amount of youth criminal activity decreased, then the last solution would be for the police to analyze all situations more thoroughly before acting, and possibly accusing an innocent kid at
