Academics and the government, use a variety of definitions of terrorism. Some definitions focus on the terrorist organizations place of operation. Others emphasize the motivations and characteristics of terrorism. The problem with defining the word "terrorism" is that it has become a politically charged word that has been used to define "bad people".
