Hamlet is now thinking what if it's the devil trying to trick me into doing something that will get myself killed. After all, how does he know that what he heard is actually the truth. So he then has the play Hecuba, where a king is killed with a sword. Now Hamlet's plan to for sure find out if Claudius is in fact did kill his father, is to have the king in the play killed the exact same way the ghost said his father was killed. During the play Hamlet gets what he really needs and that is Claudius’ reaction. He is a step closer but is still not able to simply just kill the king. He is thinking about what will happen after he does kill him.
Another reason why Hamlet is procrastinating, is because of the other side of death will await him. “To die, to sleep, To sleep, perchance to dream (3.1:65-66).” Basically he is scared of what is on the other side of death. This dream is what he is not yet quite prepared to face. He is trying to revenge his father's death and at the same time save his own soul. Hamlet is a wise man, and before doing something he looks at it from all sides to see which way will either be easier or safer.
