How Do Stupidity And Poverty Contribute To A Hierarchical Society

I believe that there are multiple ways for a hierarchical society to function. However, stupidity and poverty are a huge function that contributes to a hierarchical society. I also believe it makes to easier to stay in that type of society if the basis of its citizens is stupidity and poverty. The Party uses the citizens' stupidity to their advantage. The war is not meant to be won but continuous, the war effort is always planned to keep the structure of society intact. The Party uses this tactic to help scare and control their citizens.
