With over 40 years of traditional processes and structures embedded into an institution, it takes time and sometimes the right person to bring about cultural changes. According to Nevarez and Wood (2010), the community college system was developed and expanded over seven periods: the Origin Period (1901-1920), the Maturation Period (1920-1940), the Credence Period (1940-1960), the Equal Opportunity Period (1960-1980), the Accountability Period (1980-2000), the Millennial Period (2000-Present). For example, the Origin period was the initial development of the community colleges; during the Maturation Period community colleges gained the status as an educational entity; during the Credence Period the colleges gain national recognition and creditability
