This was an attempt to round up all the Japanese until the war was over with Japan after the incident with Pearl Harbor. Additionally, from the University libraries of the University of Washington, talks about turning portions of Washington, Oregon, California, Montana, Idaho, Nevada, Utah, Arizona, and Alaska into a militarized zone and a Theatre of Operations for the Western Defense command. Along with that, it also talks about how many Japanese, German, or Italian, immigrants and Japanese residents have now relocated to Military Area number 1. This document was a security measure due to the many incoming immigrants from these foreign countries during a time of war and was meant to be a temporary center of relocation until the war was over to guarantee there were no spies for the enemies. Additionally, after Public Proclamation 1 came out, Executive Order 9066 was signed and put in full effect with the news explaining, “Executive Order 9066 forced the removal of anyone of Japanese ancestry from the West Coast; over 7,000 Japanese Americans had to leave Seattle for inland incarceration camps” (Seattle
