I wish we had more of a timeline from when the two had their conversation and when Joe went to HR. Just because Bob told Joe “to do his job” is not a hostile work environment. Bob is his boss and Joe questioned him (I would be mad too) and if he had a stern tone with him that is not a hostile work environment. If having a stern tone is the making of a hostile work environment then every unit I have been in would be hostile. Without knowing what Bob is telling Joe and how he is telling him, I just cannot say he is hostile. There has to be a proper investigation. If Bob is calling him stupid or worthless and going on to say I am going to get you fired for what you did then yes that is hostile and Bob should be held accountable for his actions.
